Ella Bay has approvals from the Australian Government, Queensland Government, and the Cassowary Coast Regional Council (CCRC). Little Cove has a separate CCRC development approval.

Ella Bay is approved as a Master-planned Integrated Resort. The approval is for an in-concept masterplan containing resort and residential precincts and is subject to environmental and town-planning conditions. The approval is for a nominal number of resort keys of 890 and residential homes to 610 for a total of 1500. The proposed infrastructure also comprises non-habitable buildings which are not quantified in the approval and approximate a further 50 buildings.

The resorts and residential lot plans can be modified within the precincts. The approval allows for a final masterplan to be submitted before building approval and building permits.

Ella Bay is comprised of two freehold property titles:

  • Ella Bay – Development Approval for an Integrated Resort for 860 resort keys and 540 residential lots
  • Little Cove – Development Approval for 30 resort 70 Hillside residential lots. The Approval and environmental management plans predate the Ella Bay Integrated Resort approval.
